General Overview:

Maintain and enhance the organization's human resources by planning, implementing, and evaluating employee relations and human resources policies, programs, and practices while overseeing benefits and payroll. Responsible for designing and executing organizational development plans while supporting management and staff to ensure the growth of the company.

Job Description:

Recruitment, on and off-boarding

  • Manage recruiting, testing, and interviewing process; counseling managers on candidate selection while ensuring culture fit
  • Manage on-boarding process including but not limited to welcome process, administration, orientation, integration plans, preliminary objective setting, while following up throughout probationary period
  • Manage off-boarding process including but not limited to termination meetings, conducting and analyzing exit interviews (both employee and manager) while recommending changes if applicable

Administration

  • Manage human resources staff; following up on work results and ensuring performance is optimal while maintaining strict confidentiality at all times
  • Monitor absenteeism and flag potential problems
  • Maintain management guidelines by preparing, updating, and recommending human resources policies and procedures
  • Maintain historical human resources records by designing a filing and retrieval system; keeping past and current records
  • Identify and share best practices that positively affect turnover/retention, customer satisfaction, workplace safety, productivity and profitability.
  • Ensure legal compliance by monitoring and implementing applicable human resource requirements; conducting investigations; maintaining records; and represent the organization if necessary
  • Research, recommend and manage government subventions or subsidies that could benefit company
  • Administers and coordinates inquiries initiated by Emploi Quebec, Normes Du Travail or CSST with management

Organizational Development

  • Maintains the work structure by ensuring consistent job requirements and job descriptions are updated for all positions
  • Work with the managers on an annual basis to facilitate workforce planning and headcount requirements
  • Ensure planning, monitoring, and appraisal of employee work results by training managers to coach and discipline employees while following up on correction action plans when needed
  • Hear, mediate and resolve grievances while counseling employees and supervisors while following up on correction action plans when needed
  • Coach and mentor management and staff with regards to communication and development of professional growth plans
  • Ensure appropriate reward and recognition is given by managers to employees who reach certain milestones and achievement of significant objectives.
  • Creation and management of programs designed to promote culture and team building
  • Administer an annual employee satisfaction survey to assess engagement, identify strengths and gaps, with subsequent action plans
  • Facilitate employee focus groups as needed
  • Review and strategically suggest changes to the organizational chart to optimize success for the company
  • Facilitate an ongoing internal communication strategy regarding HR and Business initiatives

Compensation and Payroll

  • Monitor bi-weekly pay cycles for Canadian and American companies including all pay functions
  • Maintain a payscale by conducting periodic pay surveys; scheduling and conducting job evaluations; preparing pay budgets; monitoring and scheduling individual pay actions; recommending, planning, and implementing pay structure revisions
  • Manage the internal job evaluation process
  • Ensure compensation is communicated to employees in a “total rewards” format, promoting all aspects of reward and compensation

Benefits

  • Negotiate and manage employee benefits programs and informs employees of benefits by studying and assessing benefit needs and trends; recommending benefit programs to management; directing the processing of benefit claims; obtaining and evaluating benefit contract bids; awarding benefit contracts; designing and conducting educational programs on benefit programs
  • Act as a resource to employees in fully understanding the benefit plan
  • Manage short and long term disability as needed

Skills/Competencies:

  • People oriented and results driven
  • Ability and experience in drafting employment offers and agreements (standard terms and conditions)
  • Ability and experience in drafting disciplinary notices
  • Strong organizational and planning skills
  • Demonstrable experience with current best practice in HR management
  • Excellent active listening, negotiation and presentation skills
  • Competence to build and effectively manage interpersonal relationships at all levels (employees, managers, management and governmental authorities and bodies)
  • Advanced knowledge of Canadian labor laws/standards, specifically Quebec, and workplace health and safety regulations a must
  • Professional designation/Degree in Human Resources Management
  • Bilingual (English and French – Oral and written)

Experience and Education:

  • Bachelor’s degree in Human Resources
  • CRHA designation
  • 5+ years relevant working experience in HR
  • 2+ years of management experience
